Warsaw, 19 November 2025 – Only a day after taking the seat of the Marshal of the Sejm, Vladimir Czarzasty is not waiting for opportunities. On Wednesday, he signed two controversial regulations that already electrify political Poland: total ban on the sale of alcohol within the Sejm (since 24 November) and revolution in the settlement of parliamentary kilometres (since 1 January 2026). "We must set an example for society," explains the leader of the Left.
Alcohol Out – The Sejm goes to detox
During a press conference in the Parliament, Czarzasty read and signed Order No 7 in front of journalists:
"The sale of alcoholic beverages in buildings and in areas remaining on the board of the Chancellery of the Sejm is banned".
The ban includes restaurants, bars and parliamentary shops. It will enter into force by Monday – 24 November 2025. Why not right away?
– You have to order your supplies in the restaurant and change all entries in the menu – explained the marshal.
Black underlines the symbolic dimension of the decision:
"It is difficult to get Poles to ban the sale of alcohol at gas stations or at night, if we drink beer after the session. As a state institution we must set an example."
It's not the first time Left fights alcohol – the party has two projects in the seismic freezer that limit its availability throughout the country.
Kilometers under the microscope – no more "mysterious crossings"
The second bomb is a change in the billing of the lump sum for commuters. Currently, every Member can "travel" even a few tens of thousands of zlotys each month without detailed invoices – a statement is enough.
The black man announces the end of this freedom:
- As of 1 January 2026, new, more transparent rules.
- A special team will be formed with representatives of all clubs and clubs.
- After consultation, the order will be signed – the decision is final.
"I don't suspect anyone of abuse, but the public has a right to know what the public is going for money. Over PLN 3,000 a month for kilometers and questions, where did these kilometers go? This has to stop," says the marshal.
Controversy around kilometres breaks out regularly – recordmakers "come" from Warsaw to Warsaw, and married couples can collect together over PLN 80 thousand a year.

New marshal, new cleaning
The black man replaced Simon Holovnia in accordance with the coalition agreement. Yesterday, he was elected by 236 votes (at the cry of "out of the commune!" from the PiS benches). Already today, he shows that he will not be a half whistle marshal.
In addition to alcohol and kilometres, he also presented a new composition of the Chancellery of the Sejm:
- Head of Chancellery: Marek Siwiec (back after years, former associate of Alexander Kwasniewski)
- Speaker's Cabinet Director: Bartosz Machalica
On Friday, Black will deliver a message – it announces further changes.
