The owner of a swingers club in Lubliniec received a subsidy from the National Development Plan and invited Polish PM Donald Tusk to inspect it. We investigate what this is really about and whether the state promotes such ventures.
What it was all about – a quick background to the scandal
The internet was abuzz after the disclosure of the list of subsidies from the National Reconstruction Plan for the HoReCa industry—there were expenses for yachts, saunas, and virtual shooting ranges, and among the beneficiaries was a swingers club near Częstochowa. The prime minister announced that every zloty would be audited, and the club owner responded: “Go ahead, the subsidy has been accounted for and I can show you all the invoices.”

The beneficiary has been operating since 2007, and the swingers club was established after the pandemic as part of the transformation of the premises.
The subsidy of approximately PLN 443,000–400,000 was part of the HoReCa support program—the funds were intended to help diversify activities after COVID-19.
The entrepreneur claims that he spent the money on a machine for metallurgical activities as a “second leg” of the business; the entire amount was settled with his own contribution and a loan.
The owner publicly invited Prime Minister Donald Tusk to inspect the premises and claims that the club operates legally.

Is the government financing the “sexualization of Poles”?
There is no evidence that the program was intended to promote swingers clubs, but everyone can see the effect it has had. The HoReCa program exposed the pathology of the market—practically everyone received subsidies; all you had to do was write a nice application.

Swingers clubs are private adult establishments where adults explore relationships and eroticism in a group setting with consent—the activity is legal as long as sanitary, order, and licensing requirements are met, as in other establishments. In Poland, this is a niche market—although the presence of such places in larger cities and online is noticeable, the scale is limited, and controversies often arise from taboos and social emotions, not from mass popularity.
