From September 2025, Poland will see significant price increases for disposable cigarettes and e-cigarettes, a consequence of amendments to excise tax rules and the regulation of the tobacco products market.
The end of cheap e-cigarettes
The government is introducing strict restrictions on the sale and use of e-cigarettes. From 1 July 2025, it is prohibited to sell e-cigarettes and replacement cartridges to people under 18, and to vape in workplaces and other public spaces (schools, bus stops, restaurants). The ban also covers nicotine-free e-cigarettes.
A disposable e-cigarette, which today costs about PLN 20-35, may cost up to about PLN 70-90 from September 2025, as a result of a significant increase in excise duty on devices and e-liquids.
In addition, as part of excise duty increases on tobacco products, the price of a pack of traditional cigarettes is set to rise by an average of 25% in 2025, reaching about PLN 20-21, with further increases in 2026-2027, meaning prices of up to PLN 27 per pack. Excise duty on loose tobacco, cigars and cigarillos will also be raised.
Experts warn that such high prices and restrictions could, however, contribute to the growth of an illegal market for cigarettes and e-cigarettes, posing a risk to the effectiveness of regulatory measures.
Are e-cigarettes a suitable alternative to regular cigarettes?
The current generation is the first to use e-cigarettes on a large scale, which means we do not yet have full knowledge of the long-term effects of their use. E-cigarettes, also called electronic cigarettes or vaporizers, have become popular over the last decade as an alternative to traditional tobacco smoking. Although they were initially seen as a less harmful option, scientists and doctors are still studying their impact on health.
Researchers are conducting observational and experimental studies, but the results will only be available after many years, once the current generation reaches the age at which any long-term consequences may emerge.
