Applications open for aid after frosts and storms: who will get money

From Thursday, 22 October to 16 November, farmers can submit applications to the Agency for Restructuring and Modernisation of Agriculture (ARiMR) for aid for weather damage from 2026. Rates range from 1000 to 3000 PLN per hectare, depending on the scale of losses.

The programme is based on the Regulation of the Council of Ministers of 13 October 2026, which changes the rules for the implementation of tasks by the Agency for Restructuring and Modernisation of Agriculture. The aid covers farms damaged by spring frosts, torrential rain, hurricane and, at lower rates, hail. As reported by RMF24, applications must be submitted electronically through the ARiMR system.

Three rates depending on losses

The level of support depends on the share of the harvest the farmer lost:

  • 3000 PLN/ha – losses of at least 70 percent of the harvest,
  • 2000 PLN/ha – losses from 50 to less than 70 percent,
  • 1000 PLN/ha – losses from 30 to less than 50 percent.

According to the Greater Poland Chamber of Agriculture, the highest rate applies to losses caused by spring frosts, torrential rain or a hurricane. Hail losses are not listed under the 3000 PLN/ha rate. Regional media also note this difference, including Starachowicka.pl, citing the regulation’s provisions.

Who can apply

A farmer with a producer identification number in ARiMR who meets the criteria of a micro, small or medium-sized enterprise may apply for support. A commission must assess the damage, and its level must exceed 30 percent of the average annual crop production of the whole farm. Reporting damage alone does not guarantee aid – formal conditions and the commission’s assessment decide.

Average production is calculated from the three previous years, or from three years selected from the last five, after excluding the year with the highest and the year with the lowest production.

Funding and limits

PLN 660 million has been allocated to the programme. If applications exceed this amount, ARiMR will apply a reduction coefficient to the rates. Aid, together with insurance compensation and other support, may not exceed 80 percent of the drop in income from crop production (90 percent in areas with natural constraints), as reported by the Wiadomości Rolnicze portal.

The aid amount is halved if, on at least 50 percent of the area of crops in the main harvest (excluding permanent grasslands), the farm did not have insurance against at least one catastrophic risk. Wiadomości Rolnicze notes that the aid will not cover fruit trees and bushes.

What it means

Farmers who lost crops this year have just under four weeks to submit applications: from 22 October to 16 November. Farms without insurance must expect half the rate, and everyone faces a possible reduction in amounts if demand exceeds the PLN 660 million pool. For example, with 10 ha of crops and losses of 70 percent, the maximum aid would be PLN 30,000, and without insurance PLN 15,000, before any reduction coefficient is applied.

In parallel, another ARiMR application window is open. Until 23 October, farmers can apply for extraordinary support for fertilisers and diesel oil purchased from 1 March to 31 August.
