Nawrocki vetoes electoral code and ECHR enforcement bill, signs eight laws

President Karol Nawrocki on Thursday, October 15, signed eight laws and refused to sign three: amendments to the Electoral Code, the act on political advertising, and the act on the enforcement of judgments of the European Court of Human Rights. The information was provided by the president’s spokesman Rafał Leśkiewicz.

The head of state’s spokesman published the list of decisions on X.

Three vetoes

The president refused to sign the acts: amending the Electoral Code of September 4 (Sejm print 2670), on competent bodies and proceedings in political advertising cases and liability for violating obligations in these matters of September 4 (print 2769), and on the enforcement of judgments of the European Court of Human Rights of September 4 (print 2271).

Nawrocki explained his decisions in a statement published by the Chancellery of the President.

The president stressed that a veto “is not a blockade” but a constitutional tool for protecting citizens from bad law. Regarding the Electoral Code, he argued that deep changes to the electoral administration cannot be introduced without an analysis of their effects, nor can mechanisms raising questions about the distribution of seats, supervision of elections and the handling of protests be created. He also pointed out that the rules should not be changed a year before parliamentary elections, and that the provisions contained a mechanism for shifting seats between constituencies by way of a announcement of the National Electoral Commission (PKW). He announced: “there will be no rigging of elections”. Polsat News does not cite the justification for the veto of the other two laws in its report.

Eight signed laws

According to the spokesman’s list, the president signed laws concerning:

  • counteracting unfair market practices and consumer protection (print 2799),
  • renewable energy sources (2821),
  • personal and corporate income tax (2837),
  • excise tax (2839),
  • Water Law (2866),
  • special solutions serving the implementation of the 2026 budget act (3028),
  • local taxes and fees, PIT and the tax on civil law transactions (3099),
  • Energy Law (3102).

Among the signed laws are two acts amended after the president’s earlier vetoes: on biogas and biomethane, and on excise tax on e-cigarettes. Since the start of his term, Nawrocki has signed 290 laws.

What next

A veto can be overridden in the Sejm by a three-fifths majority of votes with at least half of deputies present. The ruling coalition does not have such a majority, so vetoed laws usually do not take effect in their current form. Earlier vetoes were covered, among others, in the context of the crypto-assets market act.

What it means

Changes to the Electoral Code do not take effect, so the existing rules remain in place ahead of the 2027 parliamentary elections. The signed tax laws, including those on excise tax, PIT and local taxes, will enter into force after publication in the Journal of Laws (Dziennik Ustaw), on the dates set out in their provisions.
