Kraków proposes freezing Clean Transport Zone fees; public consultation opens

From 6 to 27 November, residents of Kraków can comment on a draft resolution that would freeze fees for entering the Clean Transport Zone (SCT) at their 2026 level. Without a change in the rules, the monthly pass would become more expensive from January.

Which rates would be kept

According to the city’s announcement, the draft assumes that in 2027–2028 fees will remain as they are now:

  • monthly pass: 100 zł,
  • fee per hour: 2.50 zł,
  • fee until the end of the day: 5 zł, after paying for two consecutive hours on a given day.

The current resolution provides otherwise: the monthly pass would cost 250 zł in 2027 and 500 zł in 2028. In 2027, the daily fee under the existing rules would be 15 zł (for six consecutive hours), and in 2028 payment would be required for every hour. The freeze would therefore mean a difference for a pass holder of 150 zł per month in 2027 and 400 zł per month in 2028.

What the consultations do not cover

The city hall stresses that the consultations concern only the level of fees. The draft does not change the zone’s boundaries, emission requirements or exemptions. It also does not move the deadline until which vehicles can enter the SCT for a fee, which remains 31 December 2028. After that date, only vehicles meeting the standards or covered by exemptions will be able to enter the zone.

Exemptions from the zone’s requirements apply, among others, to vehicles owned by Kraków residents before the resolution took effect, that is, before 26 June 2025. Fees therefore do not apply to people who registered such a car in the SCT system.

Two stages of changes and a December vote

The city explains that the correction of the SCT rules has been divided into two stages. Independently of the consultations, work is under way on a broader change, in line with announcements by Kraków’s mayor, Łukasz Gibała. Preparing it takes time, and under the applicable regulations, higher fees would take effect as early as 1 January 2027. That is why freezing the rates is to be the first step.

After the consultations, the draft resolution will go to a vote of the Kraków City Council in December. Only its adoption will keep the current rates for the next two years. Proposals for further changes to the functioning of the zone are to be presented to residents separately, in the coming weeks.

The zone has been operating since January

The Clean Transport Zone in Kraków has been in force since 1 January 2026 and covers about 60 percent of the city. Vehicles that do not meet specified exhaust emission standards may enter it only after paying a fee. Fees can be paid in the SCT system, on the website sct.zdmk.krakow.pl, and in the mKraków app.
