The Ministry of Energy proposes that from 1 January 2027 the cogeneration fee rise from PLN 3 to PLN 3.83 per megawatt-hour. According to the ministry, this means about PLN 7.74 a year for an average household.
What the draft regulation provides
The draft regulation of the Minister of Energy on the amount of the cogeneration fee rate for 2027 (No. 41) has been published on the website of the Government Legislation Centre and submitted for public consultation. It provides for a rate of PLN 3.83 per 1 MWh. The current rate is PLN 3/MWh, so the increase amounts to 83 groszy for every megawatt-hour drawn. The new rate would apply from 1 January 2027.
The cogeneration fee is paid by every end user drawing energy from the grid, including households and businesses. Its amount depends on the quantity of energy consumed. The funds are used to support high-efficiency cogeneration, that is, the simultaneous production of electricity and heat.
How much more a family will pay
In the regulatory impact assessment, the ministry assumed an average annual electricity consumption in a household of 2.022 MWh. At this consumption level, the cogeneration fee would be about PLN 7.74 a year. At the current rate of PLN 3, it was about PLN 6.07, so the difference is about PLN 1.68 a year, or a dozen or so groszy a month. Families using more energy will pay proportionally more, and those using less will pay less.
Two years without change
The rate of PLN 3/MWh applies in 2026 and was the same in 2025. At the end of November 2025, Minister of Energy Miłosz Motyka signed a regulation keeping it at this level. The ministry then stressed the predictability of costs for consumers and noted that the rate is lower than in previous years: for 2023 it was set at PLN 4.96/MWh, and for 2024 at PLN 6.18/MWh.
For now, this is only a draft. For the new rate to take effect, the ministry must complete the consultations and sign the regulation. Until the end of 2026, the current PLN 3/MWh remains in force. A year ago, the rate for the following year was also only finalised at the end of November.
