Morawiecki announces no-confidence motion against Tusk government, proposes Marek Jurek as premier

Mateusz Morawiecki, leader of the Rozwój Plus club, announced on Saturday, October 31, a motion for a constructive vote of no confidence against the government of Donald Tusk. He proposes Marek Jurek as prime minister of a caretaker government.

Morawiecki made the announcement at a press conference in front of the Constitutional Tribunal and in a post on X. He wrote there that the proposal is a „technical government led by Marek Jurek until elections that will produce a new parliamentary majority”. According to Polsat News, the club leader said the candidate would have one task: to calm the situation and lead to elections in 2027, at the latest within the constitutional deadline.

Rationale: dispute over the Tribunal

Morawiecki links the decision to events surrounding the Constitutional Tribunal. According to Interia, he warned that the situation could turn into „bloodshed, even civil war”. He also said the Rozwój Plus authorities had adopted a resolution calling on the government to hold immediate talks with the president. He described Jurek, a former Marshal of the Sejm, as a conciliatory figure who could calm the mood. In the program „Teraz WP”, he also appealed to Szymon Hołownia and Władysław Kosiniak-Kamysz to form a new majority.

Morawiecki presented this as a proposal „for discussion”. At the time of publication, there was no confirmation that the motion had been filed in the Sejm. There has also been no reaction from the government or the coalition to the proposal.

How a constructive vote of no confidence works

Under Articles 158 and 160 of the Constitution, a motion must be submitted by at least 46 deputies and must name a candidate for Prime Minister. The Sejm adopts it by a majority of the statutory number of deputies, that is, at least 231 votes. Such a vote may take place no earlier than seven days after the motion is submitted. If it succeeds, the Sejm simultaneously elects a new prime minister, and the president appoints him together with the government he selects.

Rozwój Plus alone does not have such a majority. The fate of the motion therefore depends on whether deputies of the current ruling coalition support it. Morawiecki appealed to Hołownia and Kosiniak-Kamysz, but at the time of publication no declaration of support had come from them.

What it means

For now, this is a political declaration rather than a change of government. If the motion reaches the Sejm, the Marshal will set a voting date no earlier than seven days later. Until then, the Tusk government continues to function normally. A motion of no confidence against Interior Minister Marcin Kierwiński (print no. 3279) is a separate matter.

Morawiecki has previously been at the center of disputes on X, as we reported in connection with a controversial post about President Nawrocki.
