In Kiev there was a clash with the use of weapons between Ukrainian Security Service (SBU) officers and soldiers of the Chief Intelligence Board (HUR/GUR). They're hurt. President Zelenski requested an explanation from the heads of both services.
What happened?
The incident occurred on 2 September 2026 on Yuri Szumski Street in Dniprowska district, on the left bank of Kiev. Police have cordoned off the scene.
According to Ukrainian media, including "Ukrainian Truth", at least three HUR officers were injured. Information on the fatalities has not been confirmed.
Two versions
SBU claims that her officers were active in the Russian FSB's planned assassination and were attacked by an armed group from "one of the Defence Forces units". A gun was used in response.
Second page and online relations tie up the case with the detention of Stepan Kapulov, Deputy Commander of the Russian Volunteer Corps (RDK) – a formation of Russians fighting on the side of Ukraine, linked to HUR. According to these accounts, SBU first stopped Capulov, and in the morning there was another attempt at arrests followed by a shooting.
Both services initially issued communications about the suppression of the FSB assassination. The HUR message was to be removed later.
Authority response
President's adviser Dmytro Lytwyn reported that Volodymyr Zelenski "reacted sharply" towards SBU and HUR chiefs and demanded a public explanation because the services were silent.
Kyrylo Budanow, Head of the President's Office and former HUR commander, announced the investigation of the State Investigation Bureau (DBR). He stressed that no one has the right to impunityfully kidnap soldiers or open fire on the streets of cities.
SBU and HUR are key Ukrainian special services. Their open conflict with the use of weapons in the capital – during a full-scale war – is a signal of a serious institutional crisis in Ukraine. There have been comments online that the war is going too well – so Ukrainian services are looking for new activities. The facts are very serious: two elite formations faced each other in Kiev, and the investigation is just beginning.
